Dr. Quincy G.N. Rumbiak, has always been focusing on health reform in Indonesia, Dr. Quincy has more than two decades of field experience in Southeast Asia, South Asia and the Middle East combined. He holds a Master of Science in Anti-Aging Therapy, as well as a Doctorate degree in Microbiology and Immunology.

He worked as a Senior Governance Advisor at the think-tank of Indonesian politician and the current Governor of West Papua, Mr. Dominggus Mandacan. In terms of service readiness, data based on Rifaskes 2011 shows that the achievement has not been satisfactory. The number of hospital patient admissions per 10,000 population only reached 1.9%. The average Bed Occupancy Rate (BOR) of the new hospital is 65%.

District/City hospitals that are capable of PONEK have only reached 25% and the readiness of PONEK services in government hospitals has only reached 86%. This unpreparedness is mainly due to the lack of available facilities; incomplete medicines, facilities, and medical devices; lack of health personnel; and inadequate quality of service.
